The catalog's auto-tag-derive (URL path + PDF metadata) filters its candidates against this list, so anything outside the list never appears as a tag. Use parentheses for abbreviations to help auto-derive match — e.g. Long Range Transportation Plan (LRTP).

API keys, passwords, and connection strings are managed as Azure app settings and cannot be changed here.
